To any cogent observer, the Democrats have been trying to (a) keep the 20 million illegals in the country, and happy, and (b) get as many more of them into the country as possible, regardless of the existing immigration laws that are being flouted.

This is done with the hope and expectation that one day every one of these wretched bastards will be nationalized and registered Democrats.
