A real President would call his Cabinet to the White House and give them this message.
"Tell all managers that report to you that we have a temporary shortage of funds. Have them explain to those government employees that work for them that their paychecks may be late by a week or two, but it is guaranteed that you will be paid every penny owed, including overtime.
Your choice is simple. Come to work as usual or sit home and you will still get paid, albeit a little late."
I would be interested to know how many of these government employees would sit home and how many would come to work.
What I wouldn't tell them is that if I were President, I would fire every one of them that made the wrong choice.
