My theory is that it was the chief justice that leaked it. Remember, it was the chief justice who confirmed it was authentic.

The Biden DOJ has no role in this as no laws were broken. It is also very likely that it was a rightwinger who leaked it to freeze votes in place. The fact that Republicans are not talking about it indicates this.
