Here is the realities about the term WOP or "Without Papers".

WOP means "Without Papers" it became a Racial slur used against uneducated, poor and illiterate Italian Immigrants.

In the late 1800s and early 1900s, Europe was nothing at all whatsoever like it is today, back then at that time there were only a few countries in Europe that were competent and those were on the far west of Europe, and North.

Basically limited to Britain and France.

Europe was a fucking trash dump.

Education wasn't a mandate, nor what you call a household name in Europe at the time.
America was truly a revolution unlike anything the world has at that time known.
It wasn't until the Marshall Plan and the Rebuilding of Europe after World War 2 that Europe started to look at all anything like it does today.

The legal system of Italy at the time was an autocratic dictatorship and internally it was very aristocratic and an Oligarchy.
The people came here from Italy without papers, because they were Uneducated, and the government didn't work like ours did, nor like it does today.

The Industrial Revolution beat Southern Europe with an inch of their lives, and Italy and the Italians were particularly terribly beaten and drained by it.

Their culture and their way of life before the Industrial revolution was agriculture, and music, and fashion, and Catholicism, and Poetry, the things that make basic fundamental Latinism.

The Industrial Revolution totally creamed that social and economic base.

American trade is what rebuilt Southern Europe and later European Trade reunited them culturally with Europe.

That's the fact of the matter about Italy during the big immigration years from Europe.

A "pejoritive slur" is what you want to make of it. The Italian word "guappo" seems to fit better than the pop modern political version about papers.

The dictionary is unambiguous that it originates from a southern Italian dialect term guappo, meaning thug

According to my uncle, whose parents came from Italy prior to the 1920s, wop was 'without papers', and were looked down on by those that came over with papers
