They aren't legal. They are not immigrants. These are people who live in an area of the world that produces terrorists. Their identities, criminal records, ties to certain groups cannot be verified. The vetting process is impossible. There is no reason to take the risk when terrorists can blend in to the crowd. The slaughter in Paris is proof of that.Why do you want them here? What's in it for you?
Let Saudi Arabia, the Emirates etc take them in.
And yes, these states DO have the right to keep them out.....
