HOw the fuck are they unknown...if like you said these people voted in person, then why doesn't the election commission know this? If they can't tell that voters voted by mail or not, then how many people voted in person and mail-in. There is no excuse for unknowns----either the people who had these mailed to them, voted by mail, voted in person, or didn't vote at all.
