These are mostly professional rioters who migrate from demonstration to demonstration anticipating the lowering of law enforcement presence when the demonstration breaks up.

the cops that are pulling a double shift are usually let go when the demonstration concludes, then the rioters slip back in to cause mayhem, as I understand it.
