As I see it America has been conducting sound foreign policy in Ukraine, including the Budapest Memorandum.

De-nuclearising Ukraine was the right policy, regardless it's possible deterance of Russian invasion, they had no proper means of securing or maintaining that stockpile and who knows what would happen if they kept it.

General Assembly resolutions are very symbolic but toothless, as they have no enforcement authority. That is left up to the Security Counsel, and even then they are reliant on member states to carry out the enforcement.
