It accomplished the very important task setting a significant COST for invading sovereign countries. Just as jail time is an important aspect of civil order, even if the person may commit another crime afterwards.And in the end it accomplished nothing. That's when the UN should have provided all necessary assistance to Ukraine to take Crimea back. What good is international law if it's not enforced?
In 2014 Ukraine was in complete disarray and had no means of putting togather a serious force to fight Russians, with or without western assistance.
Without sanctions, and a threat of much deeper sanctions in 2014, Kiev may very well have been a Russian city by now.
