Of course they would say something like that. And it is true, but this behavior has happened in the past and will happen in the future. My point is that the jet was not buzzing the ship at 500 feet. It was a thousand yards away from the ship at an altitude of 500 feet. It was flying a flight path that did not equate with an attack or possible attack. If it had actually buzzed the ship (flown over it) it would have had to acquire a flight path that would indicate a possible attack. The US ship would have had accepted authority to fire on the aircraft. Flying off to the side to obtain various intelligence data does not give authority for an attack. The US vessel was not under threat. It was put on alert and all of it's defensive weapons would have been turned on for the Russian's to read for decoding, that is what the aircraft at the higher altitude was doing.
