What happened is the feds shot without telling the staters that they did it, to make the staters think that there was gunfire coming from inside the car.

There wasn't any gunfire coming from inside the car. All the tapes and everything that has come to light since prove that the people in the car were taking fire long before they approached either of the ambush sites.
