So the question is--What does Bernie plan to do about this death rate in Baltimore? Will taking money from others to give to the lower incomes help them increase life expectancy or rather help them buy more drugs, more alcohol, and tobacco to kill them off quicker?

It's just another gripe of Bernie Sanders. Sanders major campaign platform was all about "breaking up the big banks." Bitching and griping, bitching and griping all about it, at every single rally. Sanders fans screaming and yelling, basically in all out hysteric mode--"we're going to get those Wall Street bankers"--by golly. What Sanders either didn't know or didn't tell his supporters, was that the Federal Reserve banks operate completely separate and independent from the Federal Government. IOW--Sanders nor the Federal Government have any authority to "break up the big banks aka Wall Street bankers."
