Seems unlikely or even un-Constitutional? Wealth is generated using After-Tax dollars “in the beginning”. Smart decisions lead to gains…..sound investments.

Inheritance is already taxed. Who do you want to go after? APPL or the fag that is installed as CEO. Both are taxed now.

You want to increase TAXES? Make up new TAXES? Or simply go CONFISCATE what ”is considered” Excess success? Penalize success? Discourage investments? Like North Korea or Cuba I suppose.

Well, they could do what they do in China, which is just go after the rich if they don't pay up huge amounts of money and threaten to punish them for the whole host of crimes they're probably committing.

Sure, Some get a lucky break born into a big inheritance. I would rather be born in a hospital than a skid row tent with a junkie mom. Life is not guaranteed to be fair.

No, this can't work.
It's a nasty tax because "unrealized income" is money they HAVE NOT YET EARNED, and may never earn. IOW, your investments have a great year but you hold onto them:

1. You get taxed out the wazoo and don't have cash to pay the bill, so you have to sell.
2. You pay the bill, then your investments crash. You've paid taxes on money YOU NEVER HAD.

That's how nasty this is.
