They can still have their religious ceremony but for the state to recognize their marriage they must also have a civil ceremony.

It would be wrong to tell couples they can't marry in church when the church also fulfills the statuary requirements of the marriage contract. When you marry in church it's the same as a civil ceremony but with blessings.So what?
