The problem seems to be that the Bundys didn't pay a lawyer to handle this, so they didn't know the proper procedures.
They claim to have had bad dealings with lawyers (who hasn't), and they wanted to represent themselves. Chances are there wouldn't even be a dispute it they had just gone ahead and hired a lawyer. Thing is, Harry Reid and his son are involved in this, and trying to throw their weight around. The feds had the right to impound the animals but not the right to shoot them or damage property, which they did.
