It is only that, simple poverty can be solved in our Republic by executive order. It really is that simple.

How would that be worded? "I hereby declare there is no poverty"?

An executive order from the chief magistrates of the several States and the Union can suffice. Faithful execution and equal protection of the law for unemployment compensation in our at-will employment States.

Where does the money come from?

Junk bonds not junk laws!

All unemployment compensation revenue should go to a general fund; employers can be relieved of that burden on an individual basis.

Just say the taxpayers. It's easier and more honest.

A general tax is simpler and more cost effective and it is easier and more honest.
