Congress established the structure and functioning of the "inferior" courts through the law. That's the way it's been for well over 200 years.

Article III, Section 2 (and the 11th Amendment) define the limited criteria for the Supreme Court to have original jurisdiction. In all other cases the Supreme Court has appellate jurisdiction meaning that the lower court develops the case, gathers the facts, issues a ruling, and then the ruling is appealed.

Now the Congress can CHANGE the law to prevent nationwide applications and rulings so that rulings only apply in the district of the ruling.

• Good luck getting it through Congress.
• Watch what you ask for, you must might get it meaning the same law will apply to DEM Presidents in the future.
