It is a pretty historic moment. Chester Arthur was a crook who turned into a pretty good potus (he helped create the civil service Trump wants to destroy) and he chose not to run, and burned his papers, because he was dying of kidney disease. But he didn't quit after he started running for a second term.

Trump doesn’t want to destroy the civil service! He wants to bring some semblance of efficiency and competency to it. As it stands, about half the staff could be let go. There are redundancies galore, people goofing off half the day, people teleworking a few hours a day and being paid for a full day, and just a lot of incompetent people who would have been fired from private industry.
