If the Democrats were "open to replacing Obamacare", they would have done it sometime in the last four (or more) years.

But they didn't.

Republicans will make a show and pass some bill claiming to repeal it, but in fact, it won't go into effect for a few years, and they will spend that time tweaking it. As long as they end up calling it something else, they will be happy.
