If you ever actually read gun law statutes they are chock full of "with the exception of (prior statute)" and "not to include (fill in the blank) to the point where the entire law is neutralized and means nothing.

Additionally, we don't know yet how this guy was able to form his own personal armory. You can drive into California from the Nevada desert and not go through a checkpoint. That's just for starters.
