Oy. Moronic statement from whomever said it to begin with. Maybe she is just parroting what someone told her to say. Who knows.

The drought is nobodies fault except the states rulers in not doing someone years ago. Idiots. Corrupt. But even having a huge house in hoitytoity land won't give them water. That comes from nature and nature is fed up with being poisoned and gassed.

In reality is, there is way too many people in California straining too few resources. If there weren't gobs of mexicans coming in, there would be more adequate water resources.

People use water as well. We also consume the agricultural products as I am sure you are aware. Crops are grown because there is a demand for them, agricultural expands as population expands due to increased demand. If there was less people, there would be more water per person.

Most of the water used in agriculture is wasted. It is very inefficient wrt water usage.
I have no doubt.

Moreover, the Central valley of California has used up most of its groundwater, resulting in subsidence and concentration of pollutants in what little ground water is left. Even worse, it has concentrated selenium and other salts in the soil, making the soil unsuitable for agriculture. The only solution to that problem is to flush the salts out of the soil - with even more water, and then delivering that salt to steams which ultimately feed into San Francisco Bay.
