It's a bit surprising to see them increase penalties for property crimes, but they are probably feeling a harsh sting over how their policies have resulted directly in massive increases in property crimes. Looks like they've passed a bill to pretend to do something about that, without actually doing anything about that. Not having read any deeper than the OP on this forum, I note that the bill targets “theft and property damage of high-value property”, so it probably doesn't even begin to address the plague of organized shoplifting, catalytic converter thefts, vandalisms, and other crimes against large amounts of low-value property.
At the end of a rope is how they should be dealt with! Those Christian Churches are not the problem, it's the infestation of predators that is, they found easy targets.California is just one of the first to learn that pedophiles need to be dealt with in a more effective way than what is America's failure.
It's socially responsible to at least start by naming and condemning the particular Christian church that has gained a reputation! That can happen even before the reform of a completely failed system of justice.
