Can somoene who truly believes in a god function in a secular society?

Person believes there's an all-powerful god who, just to punish people who pissed him off created a realm of eternal torture and pain, the god can see everything you do, read every slightest thought, and keeps a list of everything you do.

How does a person who believes that function in any society but most of all a secular society? Shouldn't they be paralyzed with inaction for fear of commiting some obscure sin that gets them in bad with God?

And can we infer or deduce from a person's behaviour whether they're sincere about their professed faiths? Someone who believe in Hell for instance and a vengeful God should either never say a thing, or be the nicest person imaginable right?

God has Law and commandments. God has Hell for punishing naughty people. One can reasonably assume if you break certain commandments you go to Hell.

Catholicism doesn't teach that hell is for naughty people. Hell is described as eternal separation from God. As such, God doesn't "send" people to hell, it is the individual who chooses eternal separation from God. Hatred and evil cannot exist in the presence of God. The Commandments guide us in ways of love and steers us away from the hate and evil that causes separation from God.

People cannot seem to grasp how much God cherishes each one of us. It sometimes seems as though people would rather dwell on hell than on God's great love for us.
