Where do you get the notion that "ballots must be signed"?

I just sent mine in a couple of days ago. Colorado ballots must be signed to verify you're the person the ballot was sent to in the first place. If you're disabled for some reason that prevents you from physically signing the ballot, you must have a registered voter witness and sign the ballot for you.

The signature tab is perforated and detachable, and sits up top of your ballot. There's a "secrecy envelope" provided in the ballot package in which you insert your ballot with the signature tab sticking out top of the secrecy envelope. When poll workers get the ballot, they detach your signature tab without molesting the ballot in the secrecy envelope (there must be at least two poll workers involved in this process), then they check it against your imprinted name & address on the return envelope provided in your ballot package.

Then they pass the ballot on to vote counters who have no idea who are, and the people who just pulled your signature tab have no idea how you voted. It's not perfect, but it's a pretty good system for people who live in the middle of nowhere, who do their voting with mail-in ballots. If you go to a polling station, then you vote electronically.
