Deanna Swenson of Oregon City was arrested last fall after another election worker saw her filling in ovals on ballots where preferences had been left empty by voters.

In California ballots are never signed. There is no place on the ballot for a signature.

And signing would violate the traditional "Secret ballot" procedure that is at the heart of every election.

Where do you get the notion that "ballots must be signed"?

Absentee ballots have to be signed. The ballot is placed in an envelope, and then the envelope is signed. When the elections officials receive the ballot in the mail, they verify the person who signed the envelope is a registered voter, and then they remove the unsigned ballot from the envelope and place it with all the other unsigned ballots they have received, and they mark off the voter on the voter registration list as having voted.

This is how the anonymity of the vote is maintained.

What is an early ballot?

an absentee ballot, except you don't have to be absent. you can just request that you get your ballot mailed to you before the election day. you fill it out, put it back in it's designated envelope, sign that envelope, and then return it to board of elections however you like, so long as it gets there on or before election day.

You can also vote in person before Election Day. Obama just did.
