you really don't understand what happened, do you?
early ballots were returned to the board of elections to be counted. this gentleman may have helped people register for their early voting ballot, collected them, and returned them to a collection point. there is no reason to believe that anything illegal happened.

What is an early ballot?

an absentee ballot, except you don't have to be absent. you can just request that you get your ballot mailed to you before the election day. you fill it out, put it back in it's designated envelope, sign that envelope, and then return it to board of elections however you like, so long as it gets there on or before election day.
