Why were they left off the list? They certainly have a history of terrorism at least as large as the others.

Because they have a functioning government that is cooperating with ours. Yes, its entire population is Islam, which makes there people prone to terrorism supporting. But until there is a real "Muslim Ban", they won't likely be put on the list. We'd probably need to remove all of our personnel out of those countries first too.
