I was under the impression that courts specialize in hush money payments and they promote such payments heavily. Especially with divorce cases, child support cases etc... They usually say the details of the case will not be disclosed. They will levy court fees and restitution, and then keep closed the details of those payments.

Every corporate company in the world does "hush money" payments. Especially for civil, and sexual harassments claims they payout.

I don't recall "hush money" being a felony or even a misdemeanor much less a ten year old case. Courts don't specialize but sometimes crooked prosecutors do.
