Why? The original 13 States are the only places you can be a Common Law Citizen. I am a Common Law Citizen of New York, and no, I am NOT a citizen of the United States.
You can go to the states we gained during the Louisiana Purchase, but their Common Law is still Napoleonic Code; although 99.9% of their residents aren't effected by it, since they live under Statutory Law.
