D.C. is a federal district - taxation without representation; tyranny - so federal law would supersede anything the council promulgated. However, I am all for a fundamental change in the egriegous war on drugs - especially pot. This would be another welcomed step; protest!

Decriminalization is pretty far from legalization.

Marijuana being legal would do alot to explain the insane policies coming from DC whether from Congress or it's own city council.
