I heard more about unneeded death panels with Ocare but here are the disbursement schedules and you can decide if death panels serve any purpose.

1) Limousine liberal loopholes put in to keep D contributors sweet. Doctors love this stuff because it maximizes certainty and timeliness of payments. The top 25% will end up getting into these plans.

2) Medicare pre-pay. The patient pays everything upfront and waits 6-9 months for partial reimbursement.

3/4) Medicare without pre-pay/non-exchange Ocare. It is too soon to know which will be three and which will be four.

5) Non-subsidy Exchange Ocare

6) Medicaid Ocare. What no doctor wants to take. payments are low, late and have huge paperwork loads.

Other tiers exist in some states and the number of loophole tiers is not yet known with certainty but basically the poor (medicaid) and the stupid (non-subsidy exchange users) are going to die in larger percentages than is currently the case.
