Debt limit, the Constitution

The Constitution states that CONGRESS is the authority to borrow money on the Credit of the United States. The 14th Amendment does not change that. All it does is state that debt owed by the US can not be denied. It does not say it has to be paid on time.

But lets assume it means that.....

that means that since more money is collected by the US Government each month then is owed in debt payments that the President and his appointees MUST pay the debt before anything else.

Now lets take another step.

Social Security is a debt owed by the Government. If the 14th means that the debt must be paid on time then Obama has no authority to shut down Social security payments so long as the Government has money available.

So basically the claim by the left that the 14th can be used to by pass Congress is a lie and in fact it can be used to force Obama to pay the debt including Social Security on time.
