From the article, I would consider it continual delaying as long as they can-

It said Democrats were blocking 'dozens' of witnesses- and could only name one.

And that one said Democrats requested more time to prepare for the witness.

Nowhere does it say how Democrats can block anything in a Republican controlled committee without Republican approval.

But maybe Republicans are just intimidated by the Democrats? LOL
