Democrats have attempted to negotiate with Repubs 19 times over the budget

Repubs BLOCKED each attempt. This began in April and ended on October 2nd. Only with the repubs extortion strategy have repubs agreed to negotiate over the budget. With ObamaCare at stake, of course the dems will refuse.

Unlike previous impasses, the two sides aren't shuttling proposals back and forth for resolving their differences. That ended Sept. 30, when the Senate rejected the House's third and final version of the short-term funding resolution (HJ Res 59). Senate Democrats stiff-armed the House's request for a conference committee the following day.

Yeah, they are refusing to negotiate now because they have a gun to their head over ObamaCare and a government shut down. My article even acknowledges that.

Spewing the party line, aren't we? Who has what gun to whose head? Republicans have passed bills to fund Veterans Benefits, the NIH, government employee back pay -- all of which were ignored by the Senate. Besides, this is a 17% shutdown, and you guys are the ones forcing privately owned and operated establishments and national monuments to close in order "to make it as painful as possible." Obama was the one who called Speaker Boehner to explain in no uncertain terms, "I will not negotiate."

As I understand it, these "blocks" do not stop the bill from going to negotiations. It just means that the bill does not go with the full support of every Senator. This means that the Senate negotiators are prevented from falsely asserting that "Oh, even the Republican Senators agree with us that this is how it should be". The Senate negotiators would have a weaker position to negotiate from, but this could still go on to negotiations nonetheless. Another thing, Billy, in each of those 19 instances, there are Senators blocking negotiations, not Republican Representatives from the House!

The conclusions you drew from them are opinions. AND, of course you don't mention Republican efforts to negotiate being met with "I'm not gonna negotiate until AFTER you give me everything I want".

Sure they will. What would their incentive be, once they have what they want? They're not exactly known for their honesty, you know. In fact, they're notorious for not honoring commitments.

Okay if that's true, why wouldn't the Repubs call their bluff and humiliate these notorious liars? What are they waiting for?

That position is untenable. That is why I'm ignoring it. It is a strategy of capitulation, not negotiation. Even if they did agree to reopen the government, the Democrats would easily renege on their end of the bargain. So, no dice. No argument.
