Basic common sense does not need anything but an IQ above 50.
If I build a fence around my back yard it will be far easier to control who comes and goes than if I were to build a fence around the entire city I live in.
Common sense dictates a physical barrier that makes it more difficult to cross a border decreases border crossings. A physical barrier most certainly slows people down, which means less monitoring is necessary. Here’s an idea. Have cameras on the wall every so often that can detect a person. When a person is detected, someone at a monitoring station is notified. The nearest agents are dispatched to the area in question if necessary. Guess what, they have plenty of time becsause unlike someone just walking across an imaginary line, they have to traverse a wall by digging, using ladders, cutting razor wire, etc. Agents could also fly to the area in question with a helicopter to keep an eye on those attempting to cross until more agents can arrive. None of this is possible without a physical barrier. This isn’t rocket science, but as you said, it does require an IQ above 50.
