While Mueller has issued a few indictments unrelated to Russian meddling in the election or to collusion between the Trump campaign and the Russian government and may uncover some other minor charges unrelated to the justification for the investigation, that was never the reason for appointing a special counsel, and if Mueller were acting responsibly he would close this investigation and turn whatever he has collected over to the the Justice department to follow up on the low level crimes he has been investigating.
