Perhaps, but there are always other things happening behind the scenes we don't know. I often wonder if this country could find enough prison guards to handle all the criminals that need locked up. Many of these dudes get breaks based on lack of available space.

We used to have less comfortable prisons but the ACLU and activist lib judges made incarnation more expensive
