The OP seems to be stuck on the idea that party bosses give orders to members. That's the DNC though. Republicans on the other hand give orders to leadership. And Trumps rise proves that.

GOP voters think they are concerned about Immigration until it is time to vote. Then they decide it is not that big a deal.
