Okay is looks like you are correct that Gerrymandering can have a huge effect. And we don't need the current electoral college system that over-represents rural voters.

Not sure how to write a law to prevent Gerrymandering. If a law says districts must be as rectangular as possible following the county borders within each state and only divide the least populated border county to even population of each district, the parties would just start altering county lines to elect the local party reps they want. Although that would be very obvious to county residents who will make that more difficult for parties to alter the county lines.

However it's possible to make mail in ballots more secure & fraud-proof than in person voting, so we could remove the electoral college with upmost faith that no county could game the system to alter the popular vote of a national presidential election.

The mailed ballot return envelope should each have a unique QR code. That must be scanned at the voter residence by smart phone with GPS enabled to generate a code the voter must write under the sealed flap of return envelope. We could also require they snap a selfie picture & picture of ID with the phone vote app.

This system would be far superiors to the current in person voting. Because it multiply verifies the voters residence & identity that can't be done with in person voting. Mailman & election officials can't forge the envelope to match the GPS, QR code & sealed verification code data sent from the smart phone app. No illegals could vote without valid ID, Photo, Address & GPS location.

They could even go a step further and give each ballot a unique ID that's not linked to the voter so it can't be duplicated, deleted & counterfeits can't be added.
