Why would the police deny it or the governor. Well, maybe they don't want to be known for having people who steal and eat other people's pets. The Chamber of Commerce might not think that looks to good.

Yes, they were...some meat (I believe) factory there needed workers and still needs workers ...all the other jobs to fill come from the influx of these original workers, where increase in workers and families expands the town economy of other goods, and additional workers to sell those additional goods and services....are needed.
