Every aspect of Obamacare has been a complete failure. Great idea, but not so much in reality and everyone has suffered for it. Insurance companies, medical services, and the people who have been either forced on it or those who chose to pay the penalty instead of the cost for coverage

I didn't pay either. As long as you qualify for a "hardship" they don't penalize you. I qualified because I pay medical bills and keep an outstanding balance. As long as you are paying medical bills, you file for the exemption and I've never had a problem getting one. At least I get to keep my income tax refund check.

Hubby & I have been both with & without insurance over the years & not always by choice. Luckily we had been healthy and paying the penalty was the easier choice. Then 3 years ago, I had cancer. At the time I was working at Walmart & had bought into their insurance that was surprisingly decent coverage for minimal cost. After the medical LOA, went back to work until they pissed me off just one too many times & I quit. Realized what a dumb move that was & was preparing to ask for my job back when hubby was diagnosed with terminal cancer (treatments are only prolonging his life, but not a cure) and shortly after that, my back went out (arthritis/degeneration/pinched nerves). Now, neither of us can work and don't have much other choice than Medicaid side of Obamacare and it sucks.
