20 storms and around 15B was spent last year.

We are still paying for hurricanes that happened years ago. It takes years to recover from hurricanes, partly because FEMA has to delay projects because Congress hasn’t been funding them adequately for years. So things back up. And they back up. And they back up.

Their 2024 budget was over 20B, which doesnt include the 3.5B for training on responding to natural disasters.. Why do they need more?
Budgets cover many things. And they do it in allocations to specific funds. Buckets if you will.
These buckets are mandated and funded by Congress. Money from one “bucket” can not be spent on another with out authorization .

The money everyone is bitching about comes from a “bucket” called the SSP. That’s the only bucket that can spend money on that.

The fund that is dealing with Helene is the Emergency Disaster Relief Fund. It has enough money for now. For Helene. It may not have enough money for Monty in a few days. That is largely because Republicans in Congress refused to pass the Supplemental Relief allocation they requested. Both (some) Republicans and Dems in Congress were concerned about that at the time .

As far as the rest of the FEMA budget, look it up. It’s not really part of this discussion
