How can the Tajik people help their brothers in Afghanistan?

I think that the Tajiks would like to help save their brothers from the bloody terror of the Taliban, but their authorities prevent this. Tajikistan supported Shah Massoud even less than the United States. And now they don't interfere. There is a treacherous government in Taljikistan, it does not want the reunification of the Tajiks.
