It's an issue down here in San Antonio, too, but longtime residents of certain neighborhoods consider it part of their culture, so there's a dispute about what to do about it.

That exists here, too, but those folks are members of legal street racing clubs.

There are legal and illegal groups here, also regular low-rider shows and stereo sound-offs. The locals are protective of these events, since they've been going on since the 1940s in some neighborhoods.

Of course, the white leftists who've moved to SA recently, from California and other places, hate it and frequently call the cops on the local breakfast tacos.

Register cars.
Requires drivers to get licenses.

These people block off roads. They beat up any drivers that interrupt them. They make tremendous noise. Just empower snipers, on rooftops, in buildings, in helicopters. It won't take many. Then impound the cars that are left for scrap.
