USA Today - Rain, not trucker protest, slows D.C.-area traffic
Video cams occasionally showed three trucks rolling side by side, clogging up cars and other trucks behind them, but the Beltway otherwise keep truckin'.
At one point, according to the Virginia State Police, four commercial vehicles slowed traffic to 15 mph after the drivers rode side-by-side across all four northbound lanes of I-495 in Virginia. Police pulled the drivers over and warned them not to impede traffic.
Truckers 'rolling protest' hard to spot around capital
Only a few dozen independent truckers were spotted on rain-swept highways around the nation's capital Friday morning at the beginning of a purported three-day "Ride for the Constitution" rolling protest seeking to impeach President Obama and pressure Congress.
There were no signs that the trucks were slowing down traffic any more than normal on the congested capital area highway, particularly during steady rain.

However, the presence was not quite the thousands of truckers that organizers had predicted. On Friday morning, just a handful of people had showed up at a key staging area.
