"legal immigrant" is one means a "legal immigrant" became a naturalized citizen by obeying all the laws and the necessary steps.
Illegal means the immigrant did NOT come into the country "legally".

Now other countries treat "illegal immigrants " as follows:

First build the wall on both borders. Beef up surveillance. otherwise.

Second, give the INS the manpower to chase down all who stayed too long on their visa starting with persons from nations furthest away from the US.

Third. After an immediate hearing to determine why they stayed, imprison the offender if they have no valid reason

1/10 of the adult population would be 24,254,296

Therefore YOU are 90% OFF when you say 1/10 incarcerated when it is 2,266,800 adults.
So why should ANYONE believe ANYTHING you write since you are off by 90% which obviously is a guess!

Otherwise your first suggestion is a winner! Yes totally beef up so they can't crawl under, or over etc. AGREE!
