But if they are public land and follow the local permitting laws they cannot be stopped without violating the 1st amendment.

For many years the Patriot Guard, with whom I am a member, has provided cover or an escort for funerals threatened by the Westboro church. Always at the invitation of the bereaved and knowledge of local law enforcement. They are a tiny church, mostly a family and we seldom hear much from them any longer. Now we mostly escort funerals, departures, and arrivals of troops from deployment.
