If all the nations on the temporary ban list are Muslim-majority countries, only Muslims are denied the possibility of an exception. I'm pretty sure that's the basic reason for calling it a Muslim ban. Well, the reason not based on perception of motivation, anyway.

Yes banning Muslims from only Muslim countries looks particularly bad when you've just said a different specific religion is getting priority for admission.
