Here's a thought: perhaps the government shouldn't OWN the majority of land in California (and the West). The Feds (and the state, for that matter) are incredibly poor custodians of undeveloped land. Years of overgrowth create enormous hazards; privately managed land with controlled burns would eliminate a great deal of the risk.

If the Feds sold their land holdings in the west and Alaska we could pay off the national debt and have a couple trillion$ left to build a bridge or two.

They have it figured out how to keep getting new homes, cars & stuff on our dime just like "flood victims" living in fancy homes on the coast use taxpayer subsidized flood insurance to get all new homes & stuff every 3 - 5 years.
