Water redistribution most often talked about in these here parts is taking flood waters from the Missouri and Mississippi Rivers and piping them into the Colorado. Not practical.

Flood water is notoriously polluted. The cost of purifying it would be enormous.
 
I am thinking enough water tondo both
Groundwater is being depleted, and the rain isn't falling where needed. We have droughts in one place and flooding in others.

However, the groundwater of flooded areas is being recharged and purified by filtration/percolation and could be piped to other areas that need it. Flood water itself is usually very polluted.

I believe the new goal is to recapture carbon dioxide rather than releasing it into the environment .
I think following fixes to a non problem is the greater problem
